Mike,

First, when we actually enter a recession, the surplus wil likelyl be severely diminished or completely gone.

Second, paying down the surplus is a means of returning cash to the private sector to be used in private investment or consumption.

Third, the democrats have a tax cut plan and interest in cuts if appropriate, but tax relief for the rich is not their overriding concern. It might be, if the rich bought them the presidency when they ran an obvious incompetent.
