Mary, I hear the taxes of the richest 10% of Americans make up half of the Federal income. Obviously if you want an across-the-board tax cut, the rich will gain a bigger monetary cut no matter what. Even if you cut everyone's taxes by the same percentage, the Democrats will still complain and say that most of the tax cuts are going to the rich.

The problem with cutting the taxes of only the non-rich is that we move even closer to the point where only rich people pay taxes (the inverse Leona Helmsley theory). You can probably imagine the problems with such a system.
