In places like Chicago, even the CITY is far too large an entity to properly address the problem. There are lots of cases where the "machine" just eats up the family EVEN WHEN they have sought help from family and community to 'get their sh&*t together... kids disappear into the fostercare network with the 'stamp of approval' from some government worker. As if these people can afford legal help... you've probably seen the widely publicized 'baby T' case.
