I believe I also read something to that effect, plus word from a reliable industry source. Hence my initial comment on the issue.

But, if I understand Franks comments, it may all come out in the wash as systems are selected for optimal performance for any given application depending upon fiber cost, regeneration cost, channel count, mesh vs ring architecture, etc.
