My explanation is simple, Mark. In a market like this, cash is king. PROG is the same as cash because it has about $3.50-$4 a share in cash, plus they have an operating division in the US that may be worth something. If the company only had a plan and some decent management it could be worth more than this. Heck if they would sell the US division they would be worth $5-6 a share.
