Clinton balanced the budget. Call it a tax increase. Call it a spending cut. Whatever it was, he balanced the budget. It is the President's obligation to balance the budget, except in times when deficit spending is required to stimulate the economy from depression, like in 1935 under FDR.

Bush proposes 4% a year in his budget being sent up. That is half of the increase in Clinton's first two years when he had a Democratic Congress to go along.

Nonsense. The 1993 budget was Bush's budget. Government spending grew at a much smaller rate under Clinton than it did under Reagan.
