You are spreading wild misinformation. Try doing some research beyond listening to Rush Limbaugh.

Between 1981 and 1989 (Reagan), the Federal budget grew at 8.6% per year
Between 1989 and 1993 (Bush), the Federal budget grew at 5.5% per year
Between 1993 and 2001 (Clinton), the Federal budget grew at 3.7% per year

You are saying that little Bush is asking for 4% growth. If so, that is higher than Clinton's figures.
