In other words, members of the liberal class, who believe that government handouts are a constitutional right, connived with each other in order to enable their clients to steal from the government that which was not theirs by law. They justified their actions because they think it's ok to steal as long as it's from the government.

Uh, CB you can try to blame it on the big bad "liberals" but the fact of the matter was the STATES were welching on their legal duty and obligation their citizens. Many of the states had Republican governors at the time. They couldn't or wouldn't come up with the state match to help their own people. So much for consevo speak on taking care of the problem.

There's a reason why the states didn't fund these programs before the federal government mandated it, and that's because it was thought that it's the job of families to take care of children, not government.

Yeah, we saw how well that worked during the Depression... Some young men didn't get three square meals a day until they entered the military just prior to and after the beginning of WWII. The appalling physical condition of inductees led a group of physicians to believe it was a national defense issue and propose what became the school lunch program after the war. They reasoned there needed to be a minimum safety net in regards to food available to children or it would compromise the country's ability to fight a war. (That should provide you with a clue as to just how bad it was.) Where were the families of these young men (and their churches and their states) during this period?...Unable to cope just like their families. (You can check official stats on the incidence of abandonment and foster care and orphanage placements during this period. It might just change your mind as to how well families work or don't work without assistance under deteriorating economic conditions.)
