And of course the privatization idea will be most popular after the market has soared, and least popular in a bear market -- just the opposite of any rational planning.
OTOH, maybe people would learn to buy when it's down and gut-wrenching fear grips them, and sell when it's up and everybody is convinced they're going to be millionaires tomorrow. Of course, if everyone does that, it won't oscillate; it will just follow the long-term economic growth curve. That would be OK too.

You know, privatization might work just fine. Except that a lot of bureaucrats in the federal government would be out of work and it would lessen the span of control of politicians.
