Jerome,

You get taxed for what you use and not taxed for what you don't use. What could be fairer?

If you check out late from a Hotel you will be charged a little more.

If You return a rental car or a movie late a little extra is added to the charges.

There is one enormous flaw in your logic used in your premise. You are assuming that one has the ability and/or responsibility to return the car on time or to check out of the hotel on time. Death is an event of nature; should we also have an orgasm tax? Or how about a belch tax? These are also natural events yet the very thought of a belch tax is ludicrous. In fact it is no more ludicrous than the current death tax.
