Was there any improvement in test scores or education in general under Clinton's watch? NO!

Not really a good question. Has there been any improvement in test scores regardless of who was president?

Texas the home of GWB had one of the poorest records in test scores of any state. I wouldn't hold it against Bush because test scores are going down nation wide in spite of the massive amounts of money thrown at the problem.

For young folks today, life is full of distractions and this makes getting a good education very difficult. But in spite of all this we are producing a record number of scientists and scholars. A real contradiction.
