Hotmail and Attachments

In Hotmail there are 2 different screens that can come up at random when pushing the "Attachments" button. One will take you to another screen entirely to do the attachment; the other will simply bring up a dialog box and ask for the name of the file you want to attach. Does anyone know how to set it to one or the other or what causes it to switch between the two?

BTW, Hotmail Help is no help at all.
