Scumbria,

Clinton turned around 30 straight years of deficit spending, in only four years.

And over this period, there were Republican and Democrat presidents. The only thing that was constant throughout those years was Democratic House. It changed in 1994. The Republican Congress is responsible for the surplus.

Clinton was fighting until the very end of his presidency to increase spending, threatening vetoes if the spending didn't increase by suficcient amount. Without Republican Congress to keep him in check, there would be no surplus.
