Are billionaires less deserving of pardons than other people?

Assuming they actually went through the justice system, no. However, giving a pardon to a fugitive who does business on a regular basis with the Russian mob and has never had his day in court, while his ex-wife and many others have made monetary contributions on his behalf, well, it stinks.
