We may be on to something here:

I see TWO JPEG Image file types
With the following details:
FIRST ONE:
Extension JPEGJPE
Content Type (MIME) image/jpeg
Opens with: PHOTOED

When I go to edit the shortcut points to "c:\Program Files\Common Files\Microsoft Shared\PhotoEd\PHOTOED.EXE" "%1"

When I hit EDIT I have the option to change the following:
Open
Print
Edit in PhotoDraw
Printto

SECOND ONE:
Extension JFIF
Content Type (MIME) image/pipeg
Opens with: IEXPLORE
Shortcut on this one: on c:\PROGRA~1\MICROS~1\OFFICE\PHOTODRW.EXE /dde

When I hit EDIT I have the option to change the following:
Edit in PhotoDraw
Open

In both of the above I see open in bold.

I see GIF Image
File type details:
Extension GIF GFA
Content Type (MIME) image/gif
Opens with PHOTOED

When I go to edit option I see "c:\Program Files\Common Files\Microsoft Shared\PhotoEd\PHOTOED.EXE" "%1"

When I hit EDIT I have the option to change the following:
Open
Print
Edit in PhotoDraw
Printto

Do I need to delete one of the TWO JPEG Image file types
