Imagine where taxes would be if everyone had to write a check every month or every year and send it in with their return? Witholding is a clever ploy. Not unlike the frog in the boiling water scenario. Place the frog in boiling water and he jumps out. Place him in a pot of cold water and slowly turn up the heat and he gets cooked.
