The FCC fortunately allows for comments and replies before
turning a notice of proposed rulemaking into a report and
order. My recollection is that a report due out Dec 31 was
a few days/weeks late which led to Feb 22 and March 9 comment and reply dates. The FCC responding by March 31 is
reasonably aggressive as over 250 comments are on file in
proceeding 00-258 if you check out the ECFS (electronic comment and file system). The auction requirement is Sept 2002 so it is more important that formal industry input be received by interested MDS, ITFS and PCS parties than the
FCC met its own arbitrary dates. The NTIA has its own comment and report schedule.
