Why is everyone so quick to shift blame to the NRA?

Isn't this kid and who ever let a minor have access to a hand gun at fault here?

I thought we had finally left the, my poor childhood, bad society crap in the 90's. This stupid kid should be taken out and tried as an adult and then executed.

PS: Here's what Bush said:

What did you expect him to say, "Another evil gun lept into action today", we're gonna get the NRA over this.
