The bully pulpit is a very real power. Do you believe that Reagan was an ineffective President?

SLICK who was willing and DID shut down the government

I love it. That was Newt's bluff, and it was called. Did a wonderful job of reminding people about government services that they depended on, and which might go away if the Republican right was allowed to have its will unimpeded. Cost Dole the 1996 election right then and there.

If Bush can effect his budget with just the bully pulpit he will prove himself to be a very effective politician, particularly as he doesn't actually have a mandate. His "state of the union" speech was a good sales job; it had nothing to do with his proposed budget, but what the hey. Did you hear David Brook call it "principled Republican Clintonism"? That made me chortle. When Clinton used these tactics, he was the slimebag of all time, but when Bush uses them -- now that's principled!
