Neither candidate had a majority of the American electorate behind him. Without that, there is no clear "mandate" supporting either one. Yet, Bush was elected under the laws on the books at the time of the election. Gore, the incumbent, couldn't even pull out a squeeker. What a loser to only have 0.17% more of the American public voting for you than the new challenger to the incumbent administration. ~SB~
