BTW- the government has the big guns for enforcement.

And the point I was making was that I'm not alone in thinking that fallow stockpiles of gold inhibit the best application of societies capital. If you scan the first few pages, it's quite obvious that leaving gold in the ground rather than investing scarce capital to extract it while surpluses exist should be preferred from a macro perspective.
