equality under the law... sounds noble... but I'm not quite sure. I know in the days of my youth we used to say that French democracy was "egalitarian" but we were proud that our democracy was different. Damned if I can remember the arguments we used then though !

To answer one specific question you asked; I am quite sure that any Canadian permanently resident in ANY province or Territory will enjoy full citizenship rights. I don't find it hard to accept that the aboriginal people have traditional rights beyond citizenship rights. (Maybe it's just a carry-over from an English heritage; "ancestral rights" and all that sort of thing.).
