For the version 3 browsers, the trade publication consensus was that IE was better than Nav. I'll add that users who are already comfortable with Netscape didn't switch to IE, because it wasn't *that* much better to compell them.

Version 4 models are quite different in terms of functionality, and with IE4 only being in "Platform Preview" stage, it's difficult to tell which users will perceive as "better" (BTW, rumor has it that IE4 beta1 is coming on June 11--coicidentally, the same day that Communicator ships--others say it will be June 27). Anyway, the OS integration is something that Netscape doesn't have--it could very well be the compelling thing that gets Netscape users to switch.

Further, we have IE3/4 which is now bundled with Windows (this wasn't the case until recently), and the AOL and ISP bundling agreements are beginning to ramp up.... Again, I think it's very likely that IE garners 50% (or more) market share by January 1.

It's not nearly as cut-and-dry as "dumping." Microsoft has many arguments going in their favor: Merging IE4 into Windows means that they aren't exactly seperate products any more, so the bundling issue is blurry. And Microsoft can always argue that "Netscape started it."
