Most politicians don't allow reporters to "shoot from the hip" in regards to what questions are asked. Bush is particularly "scripted" as they call it. He isn't very good at "ad lib" . Clinton was one of the best so he made the news when he changed. But, he is much better copy these days so the press just loves a Clinton story of anykind!!!
