I don't understand it either. There are plenty of rumors flying around, nobody halts trading because of this. Halt just added to panic in this particular case, IMO. Normal process of trading consist of buying and selling that is done on zillion different things - opinions, analysis etc. Situation where market participants can't act and have to wait for destiny sword to drop on their head is not normal and should be applied in really exceptional cases.
