[DoCoMo] doesn't directly pay Q royalties, it's the manufacturers who pay them.

There is one difference between DoCoMo and ATT. DoCoMo seems to have real W-CDMA IPR. Someone on one of the Q threads explained that companies who manufacture for them do so as foundries and manufacture to DoCoMo's designs and specs. So, it may be that DoCoMo does pay royalties to QCOM; but if it does so, it does so as a quasi-manufacturer, not as a service provider.

If I am all wet here, I am sure someone will let me know <g>.
