I dont think you have any Idea what your talking about. In 98 the standards bodies were being set for CDMA, there was lots of FUD. If you believed it then it was an Orange. If you understood the reality of the patent position Qcom had and that WCDMA was and still is Vapourware there was NO RISK then.
