Some still work, some don't. Doesn't matter. How many kids die every year from playing around with "rusty, nonworking" guns they find in grandpa's closet? Many people who turn in these guns for $50 don't know whether or not they work. That's the point. Turn 'em in to the police and you'll know they won't wind up in the hands of your 5-year-old grandkid or get stolen by some street punk.
