I think there must be some other reason why Bush is not countering the argument that his tax cut will aid the rich......maybe because it does.

It does help the rich. It isn't a handout to the rich its just refraining from taking as much from them. Since they pay the most taxes I don't consider it unfair for them to get the most benefit from a tax cut. The point of the article is not that the rich do not benefit more from the tax cut, but rather that the extent to which they benefit has been exagerated.

Sounds like a good thing to me.
