The point of the article is not that the rich do not benefit more from the tax cut, but rather that the extent to which they benefit has been exagerated. He may have wanted to make that point. But in reality, the point he did make in the article was that OTA's distribution methodology is screwed. In addition, earlier in the article, he states that the tax analyzers are career civil service, can not be fired, do not like Bush and therefore will not give Bush the ammo he needs to defend his tax cut proposal. He then digresses to the discussion centering on the OTA. Its badly written with the info poorly presented and very difficult to cross reference. He sounds like a former gov't employee who turned Republican. Three years, 9 months, 3 weeks and counting. ted
