In tweakui under the explorer tab there is a setting.

"If the "Adjust case of 8.3 filenames" box is checked, then Explorer will convert all-uppercase 8.3 filenames to mixed-case filenames.
This is a per-user setting, not available on all platforms."

Don't have a clue what it means but FWIW.
