They could but it wouldn't work if the object is to have third parties take the money and buy the market. But the government will in effect be doing that when they step in and buy securities to prop up the market. You need participants that at least sort of believe the market will go up to get them to take the money and buy. Remember they have had a 0% or negative interest rate and that hasn't had the desired effect. Japan is a mess .... they now have the most govt debt outstanding of all industrial nations - 130% of GDP. How the mighty have fallen.
