I received from very bad news out of the UK last week, which directly contradicted other information I had been getting previously. I don't think anybody really understands what is going on.

That is almost certainly the intention.

I am very concerned that the tax cut is going to cause a return to deficit spending, which will be bad psychologically for the business climate.

What tax cut did you have in mind - there have been so many tax increases recently (substantial, but well hidden).
