I got the following which seem to bear on your question:

(1) The main focus of China's mobile telecom development through at least 2003 is for voice services through existing 2G spectrum. There is no pressing need for 3G when expanding voice services is the priority.

(2) In the available 80 MHz of spectrum, GSM can accommodate 80 million users at 1 million/MHz.

(3) With 20 MHz allocated to IS 95 CDMA, 80 million users can be accommodated, with 60 million users on GSM on the remaining 60 MHz, for 140 million total users.

(4) With 40 MHz allocated to IS 95 CDMA, 160 million users can be accommodated, with 40 million users on GSM on the remaining 40 MHz, for 200 million total users.

(5) China's goal is to have the capacity to support 200 million users by 2010.

I'm not saying all this is correct, but that's what the article says on my reading of the translation. It would seem to support your thought that there may be a lot of pressure to expand the CDMA network at the expense of GSM.
