I read an article today on how you can get faster speed on cable or DSL by tweaking RWin. Apparently, Windows set RWin (TCP/IP) with a default number. Depending on where you are, the Rwin setting for speed and "latency" would differ. So, the article says, first thing to do is to test the speed of your connection. Do this by finding out the "ping" value for your connection. Then, consult the chart at the site below to obtain the optimal RWin setting based on your connection speed.

Then, change the RWin number in the registry. The following tool Dr. TCP helps changing RWin.
