We'll start off with this example. When we needed an appliance in my lab ( say a new fridge ) we got a used one from one of the owners homes and they bought a new one ( paid for by the gov't ) and put it in their home!! LOL Phony time cards for employees that didn't work there!!! One time they were charging me to 3 contracts for 40 hours each a week. I was actually being contracted out for 160.00/hour!! And that's the openers!! They billed the contracts for 250% profit over and above what they paid me!!!! LOL
