I contacted RoadRunner about the difficulties with SI and they checked their routing and SI's cable servers are having problems.

I have DSL and I have had no difficulty with SI the past few days.

A while back I had some general latency issues and my ISP SWB stated that after x number of hops(3 I believe) out they no longer have responsibility for latency.

What I am gathering from your post is that Roadrunner is assuming responsibility all the way to SI.

If that is so then that information would be helpful the next time a problem with SWB arises.
