The common practice is that a sample of the required specified items be tested to verify compliance. The lot and tested subset are then priced at the cost of testing and the original costs. As any rigorous testing costs and only hundreds of items are purchased the cost of each item may appear high. But I for one don't want any soldier who is putting his life on the line to be taken out of action because of injuries caused by a broken untested toilet seat.
