Texas had no foreign affairs and no national policy decisions.

Not totally true. Because of the Texas, Mexico border, how Texas treated immigrants, (legal or otherwise), and how Texas, facilitated or held up businesses operating on both sides of the border, probably gave Bush some insights into foreign affairs.

But what worked well between Texas and Mexico is going to be no help in dealing with Israel and the Arab States.
