Did you notice that, in the article, many environmentalists were favoring using limited Federal funds for listing additional species rather than further researching the habitat of those already on the list?

I wonder, if the money that is donated to environmental groups and spent on research rather than lobbying the government and law suits, there would be enough money to do the homework on habitat.
