I am not sure what you are disagreeing with - my exact word were:

9 domestic firms and 4 foreign vendors have been accepted for bidding.

I think it is same as what you are saying.

Same article, the first vendor mentioned with MOT, in very positive light.

Then ERICY, then the Koreans, then LU and NT as one group, then the domestics.

So my guess is the 4 foreign = MOT, ERICY, NT and LU. The Koreans are not considered foreign, just part of JVs with the domestic manufacturers. Agree?
