This buy-back talk is an indication of desperation, for lack of anything else to do that seems proactive. This move is only slightly better than stock splits in the old days, as far as psychology is concerned, but worse for the company as far as effects are concerned. Chambers is whistling in the dark.

Buying back shares makes the debt to equity ratio worse, cash position less, bankers unhappy, and if the downturn is longer than Chambers expects, CSCO will be hard pressed to raise new equity or debt.

Chambers may know a lot about routers, but his knowledge concerning financial storms and economics is no better or worse than our understanding of same.

True exhibition of faith would be if Chambers ups his option compensation, with strike at 200% above current market price, and cuts cash compensation to conserve stamina.
