if you leave your foot on the brake when driving and you are in gear, what does it matter?

you are still moving forward, right?
is that only a perception, or is the brake braking?

THE POINT IS THAT YOUR CAR SLOWS DOWN
I think that is what brakes do

lower effective rates would put the human Fed-controlled element more in synch with the equilibrium based system
so that the economy does not slow down further

are you saying higher interest rates have an effect merely in perception?
I hope not
do you only perceive to pay MC credit card bills?
or car loans?
or do you pay them?
I think paying bills is real
