Children raised at home by a caring parent are, for the most
part, in much better shape to begin Kindergarden than those coming out of
preschool programs.

Perhaps, but the alternative to providing kids a Head Start program is not a caring parent willing and able to train them. The alternative is poor training or no training at all. Until we find a way for all kids to be prepared for school by loving, competent parents, we need to support something along the lines of Head Start. It's the best alternative available.
