Actually, my mother is pretty attractive so kudos to you. As for the rest, again you miss the point. Your own quote says that, "The royalty rate generally is set at whatever the market will bear." The factors in "B" are what the licensor takes into account. The factors in "C" are what a court takes into account. All of the "C" factors support RMBS' current rates. As for my statement about your socialist leanings, I really don't mean that as an insult. It's a just a statement of fact: you believe that some third party should make decisions on what RMBS should be paid for its IP; I believe that the free market should rule.
