I have already, as you very well know, said that I was for the lifting of sanctions. Historically, sometimes sanctions have worked, without major distress for the civilian population. However, the theory is dubious, when dealing with someone like Saddam Hussein, who is insulated from the cries of the people, and the policy should have been reviewed and discarded long ago.
