It is in a sequence of regulations concerning dealings with Indians, who are presumed to be a separate people, of course, and not citizens of the United States, but resident aliens. That is not quite the same as racism, since reservations involved the recognition of the various tribes as sovereign peoples, and therefore an Indian living off of a reservation would still be a citizen of his tribe......
