They are not redundant or symbolic if they add years to a criminal's sentence.

When I first heard about the new hate crime initiatives I felt great, because, it would represent a strong stand, by the U.S. against racial, cultural and religious hatred. Then I found out that many were not concerned enough about this type of crime, to enact special laws.

That reminded me of the following:

"First they came for the Jews
and I did not speak out
because I was not Jewish

Then they came for the Communists
and I did not speak out
because I was not a Communist

Then they came for the Catholics
and I did not speak out because I was not a Catholic

Then they came for the Trade Unionists
and I did not speak out because I was not a Trade Unionist

Then they came for me
and there was noone left
to speak out for me"
