The Europeans started taking shots at Microsoft as the US government was basically giving them the green light to do so.

The gentleman doth protest too little. In fact, Joel Klein actively supported & courted the EU's actions against MS. Regardless of the merits of the case, it strikes me as poor realpolitik.
