It is my understanding that there is a way for shareholders to force some of the shorts out.

If you have purchased your stock through a broker and have not asked for delivery, you are holding in DPC streetname and your stock can be shorted. If you ask your broker for physical delivery in FIRMS NAME, this forces the shorts out. They have to cover their short position
whenever physical delivery is requested. You do not get actual delivery of the stock. Your firm still holds it and you have easy access to trade it.
